When I block my carburetor half way it revs up?

Ordinarily wouldn't the car fight to stay running? Normal this would point to a Vacuum leak correct? I took my can of starter spray and sprayed all around the intake and carb with it running and it didn't raise or lower RPM so I can't find a leak. What else could this be?
